Can you ask the examiner to repeat the question in IELTS Speaking?

Yes. IDP says you can ask the examiner to repeat a question in the IELTS Speaking test, and you can also ask for clarification if you don't understand a word or what they are asking. IDP calls it 'definitely acceptable'. It also advises not doing it for every question, and the descriptors reward keeping the conversation going.

Why not ask every time

Fluency and Coherence rewards being 'able to keep going' and producing long turns (Speaking band descriptors). Asking once when you genuinely missed a word is normal conversation; asking on most questions leaves less time to show your English. The test is 11 to 14 minutes in total (ielts.org).
