What band 9 requires
ielts.org's band scale describes band 9 as fully operational command, with use of English that is appropriate, accurate and fluent and shows complete understanding.
Band 9 is not error-free. In the Writing descriptors, minor errors are 'extremely rare and have minimal impact on communication'. In the Speaking descriptors, structures are precise and accurate 'apart from mistakes characteristic of native speaker speech', and accent has no effect on intelligibility.
