The official answer by section
IDP's test-day FAQ answers this question directly (IDP):
| Section | Capital letters? |
|---|---|
| Listening | Yes, all capitals allowed |
| Reading | Yes, all capitals allowed |
| Writing | Possible, but punctuation must make sentence starts and ends clear |
| Speaking | Not applicable |
Why Writing is different
In Writing, sentence boundaries are part of how your grammar and punctuation are judged. If every letter is a capital, the examiner can only see where a sentence starts and ends from your full stops, so IDP tells you to make sure the punctuation is correct. Writing Task 2 also counts for twice as much as Task 1 (IDP).

Does it matter on computer?
On IELTS on computer you type your Listening and Reading answers. If you choose IELTS Writing on Paper, you handwrite only the Writing test, on the paper answer sheets provided (IDP Australia). That is where clear handwriting and clear punctuation still count.
