HSUHK English and entrance requirements
From HSUHK's entrance requirements for international qualifications:

Test rules
HSUHK says all English proficiency tests should be taken at test centres, so a home-based test will not meet the requirement. The page does not set IELTS component minimums.
Other equivalent qualifications are considered case by case. The page has no separate entries for India, Pakistan, Nigeria or Bangladesh, so applicants from those systems should ask the admissions office.

Timing
These rules are for Year 1 entry. Non-local applicants must complete their qualification before late July to be considered for the September intake of the same year.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your HSUHK programme page and in your offer letter, so check it there before you book a test.
Minimum vs competitive score
Where The Hang Seng University of Hong Kong (HSUHK) publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
