What band 8 means
From the ielts.org band scale.

Band 8 on the CEFR and in marks
ielts.org's CEFR page says band scores of 8.5 and higher are recognised as C2 and band 8 is borderline. Its chart places 7.0 to 8.0 at C1.
Test takers at band 8 average 35 out of 40 in Listening and Academic Reading (ielts.org). ielts.org does not publish a band 8 figure for General Training Reading, where 35 marks is about band 7.
