Who does not need a test
You do not need to submit English proficiency if English is your native language, or if you completed a curriculum where English was the sole language of instruction. The page says this is subject to review and more information may be requested.

How to check
International transfer applicants (15 or more college-level credits) with coursework outside the US must also send a course-by-course evaluation from a NACES member.
