The rule in the terms
IDP's IELTS terms and conditions say you must arrive at the centre before the scheduled test start time. If you arrive late, you will not be allowed to take the test and you will not be eligible for a refund or transfer. ielts.org links the British Council and IDP terms from its terms page; read the version for your booking.
For IELTS Online, ielts.org tells you to give yourself extra time to log in, because if you are late you might not be allowed to take the test (ielts.org).
How early to arrive
IDP Australia asks test takers to arrive a minimum of 30 minutes before the test time to complete registration (IDP Australia). Registration includes an ID check, a photo and, at many centres, a finger scan, so it takes time. ielts.org's own advice is to set an alarm and leave enough time to reach the centre without rushing (ielts.org).
| Situation | What the official source says |
|---|---|
| You arrive after the start time | Not allowed to sit; no refund or transfer (IDP terms) |
| You want a safe arrival time | At least 30 minutes before (IDP Australia) |
| IELTS Online and you log in late | You might not be allowed to take the test (ielts.org) |
| Delayed by something beyond your control | Tell the centre at once; it may offer the next available date (IDP) |

If you are delayed by something you cannot control
IDP's test-day FAQ says that if you have difficulty on test day, you should inform the test centre immediately, and the centre may offer you a test on the next available date (IDP). That is an option for the centre, not a right.
If you miss the test entirely because of serious illness or another exceptional event, ielts.org describes a separate special consideration process through your test centre (ielts.org). Detailed rules are set locally and can differ by country and test centre, so check your booking confirmation or ask your centre if anything here does not match what you were told.
