Where the rules sit
UK: the Student visa English page and Appendix English Language. Australia: the 500 visa page, which also lists exemptions such as UK, US, Canadian, NZ or Irish passports. Ireland: the immigration English table, which says colleges may set different standards.
Canada: IRCC's eligibility page lists no language test. New Zealand: the Fee Paying Student Visa page says test results "are not mandatory" and the provider declares you have the English to pass. US: 22 CFR 41.61 asks the consular officer to be satisfied of your English, except for English-only programs.

The score that usually decides
Even where the visa sets a level, universities often ask for more, and that higher score goes on your offer or CAS. See countries accepting IELTS 6.0 for a master's. Immigration rules change, sometimes at short notice. Confirm the current rule on the government page for your destination before you book a test or apply. Frequently asked questions
Which country does not require IELTS for a student visa?+
Canada and New Zealand set no test score in their visa rules, and the US sets no score either. Your school's requirement still applies.
Is the UK visa English level the same as the university's?+
Not always. The visa sets B2 at degree level; universities can ask for a higher score.
Does Australia always need a test score with the 500 application?+
No. Home Affairs says you might need to provide English evidence, and some applicants are exempt, for example holders of UK, US, Canadian, NZ or Irish passports.
Does Ireland need IELTS for an English language course?+
No test result is required at application, though the visa officer may ask for other evidence of basic English.
Can a US consular officer refuse because of weak English?+
The rule requires sufficient English for your course unless you come only for English training, with exceptions where the school builds English training into a full course.
