What the Immigration Rules allow
Rule EL 8.1 of Appendix English Language says a Student applicant meets the English requirement if they are studying at degree level or above and are sponsored by a higher education provider with a track record of compliance that states on the Confirmation of Acceptance for Studies (CAS) that it has assessed their English and how. Rule EL 8.2 adds that the CAS must confirm a level equivalent to at least B2 in all 4 components.
Gov.uk puts it more simply: if you study at degree level or above, your Higher Education Provider "can assess your level of English themselves", so it may ask you to take a different test, but the result must still be equivalent to B2 (gov.uk).
| Way to meet the requirement | Who can use it | Level |
|---|---|---|
| University's own assessment (EL 8.1) | Degree level or above, sponsor is a higher education provider with a track record of compliance | B2 in all 4 components |
| Secure English Language Test (SELT) | Any Student applicant | B2 at degree level, B1 below degree level |
| Degree taught in English, awarded by a UK institution | Any Student applicant | Accepted as proof |
| Degree taught in English outside the UK | Any Student applicant, with an Ecctis confirmation | Equivalent to a UK bachelor's or higher |
| GCSE, A level or Scottish qualification in English | Studied at a UK school begun under 18 | Accepted as proof |
What must appear on your CAS
Appendix Student rule ST 13.3 says that where the sponsor has assessed your English, it must state this and the method of assessment on the CAS (Appendix Student). Home Office caseworkers check the CAS to see what level is required and what assessment was carried out (caseworker guidance).
The rules do not list which methods a university may use. It might rely on its own test, an interview, previous study or a test that is not on the SELT list. What matters for the visa is that the CAS records the assessment and confirms B2.

When a university waiver does not cover the visa
Courses below degree level need B1, and the self-assessment route in EL 8.1 applies only at degree level or above, so these students prove English another way, usually with a SELT. The same applies if your sponsor is not a higher education provider with a track record of compliance.
For a combined pre-sessional course where you start at B1, rule ST 15.3 says the B1 must be assessed "by a method other than assessment by the student sponsor" (Appendix Student). Caseworkers can also weigh concerns about your English when they assess whether you are a genuine student. Immigration rules change, sometimes at short notice. Confirm the current rule on the gov.uk Student visa English page before you book a test or apply. This guide is general information, not legal or immigration advice.
Frequently asked questions
Can I get a UK Student visa without IELTS?+
Yes, if your university assesses your English itself at degree level, if you have a qualifying degree or UK school qualification, or if you are from an exempt country such as the USA, Australia or Canada.
Does the university waiver work for a foundation or diploma course?+
Not under EL 8.1, which covers courses at degree level or above. Below degree level you need B1 shown another way, typically through a SELT.
What level must the university confirm?+
B2 on the CEFR in all 4 components: reading, writing, speaking and listening.
Can UKVI still question my English if the university waived the test?+
Caseworker guidance lets caseworkers consider concerns about your English when assessing the genuine student requirement, but any refusal on that basis must be justified in the refusal letter.
