Fudan English requirements by programme
From each programme's own admissions page:

Waivers
The DS&BA page says proof of English proficiency can be waived for that programme, and that applicants with a bachelor's degree from, or citizenship of, an English-speaking country do not need TOEFL or IELTS. Because the page lists both a waiver and minimums, confirm with upec@fudan.edu.cn before you skip the test.
The MGPP page lists no exemptions and no IELTS sub-score minimums.

Other Fudan programmes
Fudan's English-taught undergraduate programmes, including MBBS, publish their own requirements in programme brochures. Use the brochure for your programme and intake rather than these master's figures.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Fudan programme page and in your offer letter, so check it there before you book a test.
Minimum vs competitive score
Where Fudan University publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
