Rules, comparisons and data

Do you need IELTS for the Hong Kong PhD Fellowship Scheme?

Usually, yes. The Research Grants Council says applicants from non-English-speaking universities must attach TOEFL or IELTS results to their PhD applications, unless they prove that all their courses were taught in English. The rule does not apply to PhDs taught in a non-English medium such as Chinese. The score itself is set by the university you apply to.

The RGC's answer

Asked whether a set IELTS, TOEFL, GMAT or GRE score is needed, the HKPFS FAQ says applicants from non-English-speaking universities must attach TOEFL or IELTS results to their PhD applications unless they prove English was the language of instruction for all courses (HKPFS FAQ). The requirement is waived for PhD study in a non-English medium.

The FAQ adds that the UGC-funded universities set their PhD admission requirements, so any further tests depend on the university, and that good results in a widely recognised open exam help universities and selection panels judge language competency.
