IRCC's rule: provinces set the level, IRCC sets the tests
IRCC's PNP page says each province and territory has its own requirements; Quebec and Nunavut have no PNP. IRCC's processing instructions add that provinces "have the authority and responsibility to establish their own criteria for nomination" (IRCC). IRCC's provincial nominee language page (modified 23 June 2026) says all PNP applicants nominated under an Express Entry stream must take a language test, and lists the approved tests: IELTS General Training, CELPIP-General and PTE Core, plus TEF Canada and TCF Canada. It does not state a CLB number of its own.
Results must be no more than 2 years old when IRCC receives the application, and IRCC says the Economic Mobility Pathways Pilot is the only program that accepts IELTS One Skill Retake (IRCC language requirements). If you are nominated through Express Entry you must also be eligible for the Federal Skilled Worker, Federal Skilled Trades or Canadian Experience Class program (IRCC), so their minimums apply too: see our Express Entry guide. A nomination adds 600 points to your Express Entry score.

Ontario Workforce Priority: no language test is needed if you graduated in the last 3 years from an eligible Ontario institution with a 2-year diploma or degree, an Ontario College Graduate Certificate, a master's or a PhD (TEER 0 to 3 jobs). The test must be taken within 2 years before you apply. Ontario accepts IELTS General Training only (not Academic or One Skill Retake), CELPIP General and PTE Core (not PTE Academic). Its expression-of-interest score gives 15 points at CLB 9 or higher, 12 at CLB 8, 8 at CLB 7, 4 at CLB 6 and 0 at CLB 5 or lower, based on your lowest ability.
British Columbia lists CLB 4 for both Skills Immigration streams and notes there are exceptions, set out in its program guide. Saskatchewan says native speakers who are citizens or permanent residents of an English- or French-speaking country do not need a test unless they apply through Express Entry, and that regulated occupations may require more (SINP). Its Employment Offer, Health Talent, Tech Talent and Saskatchewan Express Entry pages set the levels in the table.
CLB 4 to 7 on IELTS General, CELPIP and PTE Core
Each ability converts separately, and IELTS overall bands do not count. These are the lowest scores in each band of IRCC's equivalency charts (the same data as our CLB calculator; for PTE use the PTE Core CLB calculator). Saskatchewan's own CLB 4 table matches the IELTS row: listening 4.5, reading 3.5, writing 4 and speaking 4.

It depends on the province and stream. In the examples here, minimums run from CLB 4 (IELTS General listening 4.5, reading 3.5, writing 4.0, speaking 4.0) to CLB 7 (6.0 in each skill).
Is IELTS Academic accepted for the PNP?+
No. IRCC's provincial nominee language page lists IELTS General Training, CELPIP-General and PTE Core for English, and Ontario says it does not accept IELTS Academic.
Is PTE Academic accepted for Ontario's PNP?+
No. Ontario accepts PTE Core only, not PTE Academic.
How old can my IELTS be for a PNP application?+

Do I need a higher score for an Express Entry-linked PNP stream?+
You must also meet the federal program's minimum, such as CLB 7 for the Federal Skilled Worker Program, so the higher of the two levels applies.
