Visa English requirements

Do you need IELTS or TOEFL for a J-1 exchange visitor visa?

Not necessarily. 22 CFR 62.10 makes your J-1 program sponsor verify that your English is good enough to take part in the program and manage day to day. It can use a recognised English language test, signed documentation from an academic institution or English language school, or a documented interview. The regulation sets no minimum score.

The rule

22 CFR 62.10(a)(2) says sponsors must ensure the exchange visitor "possesses sufficient proficiency in the English language, as determined by an objective measurement of English language proficiency", to take part in the program and to function day to day.

How the sponsor can verify EnglishNotes
Recognised English language testThe regulation names no specific test or score
Signed documentation from an academic institution or English language schoolFor example, a letter from your university or language school
Documented interview by the sponsorIn person or by videoconference; by telephone only if video is not viable

What this means in practice

Your sponsor, not the visa rule, decides which of the three methods it accepts and what level is enough. Many university-based J-1 programs publish their own requirement, so check with the program before booking a test.

F-1 students face a different rule: 22 CFR 41.61 asks the consular officer to be satisfied you have enough English for your course, unless you are coming only for English language training.

Choosing a test if your sponsor asks for one

If the sponsor lists IELTS, TOEFL or PTE, take the one your host institution names. Immigration rules change, sometimes at short notice. Confirm the current rule on the eCFR 22 CFR 62.10 before you book a test or apply. This guide is general information, not legal or immigration advice.
