Visa English requirements

Can you get a US F-1 visa just to study English?

Yes. State Department regulations treat a language training program as academic study, so an English-only student can be classified F-1 even if no credits are given, provided the school offers a full course of study in English and accepts you expressly for it. The usual rule that you already know enough English for the course does not apply to English-only training.

What 22 CFR 41.61 says

22 CFR 41.61 defines "academic" to include "a language training program". It requires F-1 applicants to have sufficient English for their course "unless coming to participate exclusively in an English language training program", and allows English-only students to be classified F-1 "even though no credits are given".

Degree students with weak English

For degree students, the same rule says a consular officer may still find you eligible if the school offers English training and has accepted you for a full course of study in a language you know, or will enrol you in a mix of courses and English instruction that makes up a full course of study.

Under 8 CFR 214.3(k), a school issues an I-20 only after it has received and evaluated your application, determined that you meet all its admission standards, and accepted you for a full course of study.

Vocational students

8 CFR 214.3 says a student whose main aim is vocational or technical training, and who takes English at the same school only to follow that course, is an M student, not F. Immigration rules change, sometimes at short notice. Confirm the current rule on the eCFR 22 CFR 41.61 before you book a test or apply. Frequently asked questions

Do I need TOEFL or IELTS for an F-1 English language program?+

Not under the visa rule. 22 CFR 41.61 exempts students coming exclusively for English language training from the English knowledge requirement. Schools may test you for placement.

Does an English program have to give credits?+

No. The rule allows F-1 classification even though no credits are given, if the program is a full course of study.

Can I switch from an English program to a degree?+

You need a new I-20 from the school offering the degree, issued after it accepts you for a full course of study.

What if my English is weak but I want a degree?+

A consular officer may still find you eligible if the school offers English training and builds it into a full course of study.
