Pacific undergraduate IELTS levels
From Pacific's English proficiency requirements for undergraduates. Valid scores must be from within the past 24 months, and the page also accepts the IELTS Indicator.

The three transition levels and the exemption
The transition programme has three levels. Level 1 starts at IELTS 5.0 and has two ESL classes and one ELI Transition class. Level 2 starts at 5.5 and adds one undergraduate transition class. Level 3 starts at 6.0 and adds one regular undergraduate class. Students must earn a C or higher to gain credit.
The page says students who have studied in the USA, Canada, Australia, New Zealand, South Africa, the United Kingdom or Ireland for at least the past two years while attending school do not need to submit a test score.

PharmD and how to check
The School of Pharmacy page asks IELTS Academic 7.0 overall with at least 6.0 on each band, or TOEFL iBT 100 with at least 21 in each skill. It waives the test if you completed an associate, bachelor's, master's or doctoral degree where English was the only language of instruction, 60 semester credits as a full-time student in English, or five years of professional experience in English.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Pacific University programme page and in your offer letter, so check it there before you book a test.
Minimum vs competitive score
Where Pacific University (Oregon) publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
