Exemptions
RPTU says applicants whose degree was completed in a country with English as the state language do not need TOEFL or IELTS, and links a list of eligible countries. The exemption depends on the specific master's.
Mathematics International also accepts proof that courses at your former university were taught in English. Computer Science publishes its own exemption country list.

German, late scores and how to check
International master's students must attend German courses and pass the A1 exam at RPTU within their first year. An A2 Goethe certificate from abroad, no older than one year, can exempt you.
Computer Science lets you apply without TOEFL or IELTS results by the deadline. RPTU's TOEFL institution code is 7967. Mathematics International charges a €60 application fee.

English requirements in Germany are set per programme and can change between intakes. The score that binds you is the one on your RPTU programme page and in your admission letter, so check it there before you book a test.
Minimum vs competitive score
Where RPTU Kaiserslautern-Landau publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
