Saxion TOEFL test rules
All tests must be taken at an official centre, so home-based tests do not qualify. The certificate must not be older than two years from your programme start date, and Saxion does not accept TOEFL MyBest scores. The page sets no section minimums.
For comparison, the same page asks for IELTS Academic 6.0.

If your TOEFL score is below Saxion's level
The page describes no conditional English route. You are exempt if your diploma is on Nuffic's list with English on your final transcript, or if you can prove your bachelor's or master's studies were conducted in English.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Saxion programme page and in your offer letter, so check it there before you book a test.
