TU Dortmund TOEFL minimums by programme
From the Manufacturing Technology FAQ, the Spatial Planning language requirements and the Chemistry and Chemical Biology international students page. These pages give only the 0 to 120 scale. TU Dortmund TOEFL test rules
For Manufacturing Technology, the test must be valid until the date you submit your application, and native English speakers are exempt only if their most recent studies were also in English; studying in English alone is not enough. Send scores to code B083 for Manufacturing Technology or 8523 for Spatial Planning.

If your TOEFL score is below TU Dortmund's level
The pages do not describe a conditional English route. Spatial Planning also accepts a diploma from an English-speaking school or course of study, and Chemistry and Chemical Biology accept at least one year at an English-speaking school or an English-language degree.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your TU Dortmund programme page and in your offer letter, so check it there before you book a test.
