No medium of instruction letters
Bamberg's international master's FAQ says English proficiency letters are not accepted, even if your whole education was in English, because they do not refer to the CEFR. International Software Systems Science also says MOI letters are not accepted. Only English and American Studies waives the test, and only for a degree completed in Australia, Canada, Ireland, New Zealand, the UK or the US.

Other requirements
International Software Systems Science asks for German at A1 by the end of the second semester and, for some applicants from countries outside the Lisbon Recognition Convention with a grade worse than 1.5, a GRE or GATE score. European Economic Studies needs no German.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Bamberg programme page and in your offer, so check it there before you book a test.
Minimum vs competitive score
Where the University of Bamberg publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
