Punjab, Haryana and other state rules for Indian applicants
The India page says BNU is unable to consider undergraduate applications from students whose most recent studies were completed in Punjab or Haryana. For undergraduate entry the Standard XII English waiver lists CBSE, CISCE, Kerala, Goa, Karnataka PU, Telangana, Andhra Pradesh, Maharashtra, West Bengal, Delhi and Tamil Nadu boards, and the waiver must be from the last two years for undergraduate and the last ten years for postgraduate study.
The waiver is not available to applicants from Punjab, Haryana, Uttar Pradesh, Gujarat or Uttarakhand, although CBSE and CISCE results are accepted even from those states. BNU also accepts a medium of instruction letter from a range of institutions if your degree was completed within ten years of the course start.
Pakistan, Nigeria and the visa
The Pakistan page says BNU cannot consider undergraduate applications from students whose most recent studies were in Pakistan, nor postgraduate applications from students who studied in or live in Khyber Pakhtunkhwa. The Nigeria page accepts WAEC or NECO English at C6 in place of IELTS at every level.
For a Student visa, UK Visas and Immigration asks for English at CEFR B2 for degree-level study and B1 below degree level, per gov.uk. At degree level, gov.uk adds, your university can assess your English itself and may ask you to take a different test.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your BNU programme page and in your offer letter, so check it there before you book a test.
