How CSULB handles TOEFL scores
Official TOEFL results must come from ETS to institution code 4389. CSULB accepts Home Edition scores but not MyBest scores.

If your TOEFL score is below CSULB's level
The page describes no conditional admission. The English requirement may be waived for holders of a bachelor's or master's from a US regionally accredited institution, transfer applicants with over 60 transferable semester units from a US institution, first-year applicants with three years at a US high school, and applicants educated in a listed waiver country.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your CSULB programme page and in your offer letter, so check it there before you book a test.
