Ways to qualify without a test
First-year applicants qualify with secondary school based on the US, Canadian, British or IB systems, two years of US high school English with a C or higher, or secondary school in a country where English is the official language and the main language of instruction. Transfer applicants qualify with English composition at C or higher, or two years at a college in such a country. Graduate applicants qualify with a US bachelor's degree or a bachelor's from such a country.
For the country list, Cal Lutheran asks you to email intladmission@callutheran.edu to verify eligibility. Completing Oxford International Digital Institute Level 7 or ELS Level 112 also meets the requirement at every level.

English Language Conditional Admission
Students who meet every other academic requirement can be considered for conditional admission without an English test. You apply as normal, send all documents and email intladmission@callutheran.edu to ask for conditional consideration. You then complete an approved intensive English programme: the online Oxford EAP course to Level 7, or ELS in person to Level 112, after which ELS transfers your I-20 to Cal Lutheran.
Requirements vary by programme and change between admission cycles. The score that binds you is the one on your Cal Lutheran programme page and in your admission letter, so check it there before you book a test.
Minimum vs competitive score
Where California Lutheran University publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
If you are close to the line, aim for a margin above it: one weak skill can miss the requirement even when the overall band clears it. Not sure where you stand? Take a free IELTS mock test and get a band for each skill.
