Can you combine IELTS scores from two different tests?

IELTS itself does not merge results: each full test has its own Test Report Form and overall band. ielts.org says only 'a small number' of organisations accept a combination of results from two or more complete tests taken within a short period. Most expect all your scores from one test. The official way to improve one skill is One Skill Retake within 60 days.

What IELTS says about combining

In its One Skill Retake briefing for organisations, IELTS explains that some organisations let one skill be half a band lower, 'and a small number have moved to accepting a combination of results from two or more complete tests taken within a short period of time' (ielts.org).

So combining is a decision each organisation makes, not something IELTS does for you. Check the admissions or visa page, and ask in writing if it is not stated.

How the main bodies treat it

The table lists only what each official page states.

One Skill Retake instead

One Skill Retake lets you retake Listening, Reading, Writing or Speaking within 60 days of a full test, once per test. You get a new TRF that shows the retaken skill alongside the other three scores from the original test, and the date at the top is the original test date (ielts.org).

Acceptance varies. Home Affairs accepts it for eligible visas, while IRCC does not accept it for Express Entry, so check before you book.
