Who does not need a test
The undergraduate page says TOEFL is not required if English is your native or primary language.
Graduate applicants are exempt if their undergraduate degree is from an English-language institution (documented as the only language of instruction), if they were raised in and completed all elementary and high school in a country where English is the native language, or if they graduated from a university in an English-speaking country where all instruction is in English.
