How EWU handles Duolingo scores
Graduate applicants ask Duolingo to send scores directly to EWU Graduate Programs, which collects all available scores once notified. Applicants with a bachelor's from an accredited US university do not need a test.
Neither page states a Duolingo validity period or subscore rule.
For comparison, the undergraduate page sets IELTS at 6.0, and the graduate page lists IELTS 6.0 as the minimum and 7.0 as recommended.

If your Duolingo score is below EWU's level
Undergraduates can meet the requirement by completing EWU's English Language Institute. At graduate level the table ties the 110 minimum to English Language Institute status and the recommended 125 to full admission, so a score between the two may come with ELI study; ask Graduate Programs how it applies to you.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your EWU programme page and in your offer letter, so check it there before you book a test.
