Master's minimums by programme
These are the scores on the official pages for Money, Macro and Finance, International Economics and Economic Policy, Management Science, Modern East Asian Studies and the American Studies admission requirements (March 2024):

Waivers: who can skip the test
Money, Macro and Finance exempts you if English was the sole language of instruction of your bachelor's; you upload a document from your university confirming it. That page does not limit the waiver by country.
Management Science is narrower: the waiver needs a bachelor's from an institution with English as the sole language of instruction and from a majority English-speaking country, as listed by UK Visas and Immigration. India and Pakistan are not on that list, so applicants from those countries should plan on a test for Management Science.
None of the economics pages we read mention PTE Academic or Duolingo; two of them note that GMAT and GRE are not English tests.

International Economics and Economic Policy accepts certificates up to four years old at the time of application, and Management Science up to five years. The English and American Studies institute asks for proof no older than two years and does not accept home edition tests for its programmes.
For English or American Studies at bachelor's or teaching-degree level, the institute requires B2, shown through its own entrance test, a German Abitur with at least 11 points in advanced English, or an approved certificate.
APS, uni-assist and provisional admission
The economics master's take applications only through uni-assist, and your test result must be uploaded there or it will not be considered. Applicants with a bachelor's from India, China or Vietnam must also submit the original APS certificate.
American Studies allows provisional admission without English proof, as long as you present it by the end of your first semester.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Goethe University programme page and in your offer, so check it there before you book a test.

Is IELTS 6.5 enough for Goethe University Frankfurt?+
Not for the English-taught economics master's we read, which all ask IELTS Academic 7.0. American Studies needs 7.0 in each section.
Does Goethe University accept PTE or Duolingo?+
Neither is listed on the economics, Modern East Asian Studies or American Studies pages we read. They accept IELTS, TOEFL, UNIcert and Cambridge.

Do Indian students need an APS certificate for Goethe University?+
Yes. The economics master's and American Studies pages say applicants from India, China and Vietnam must submit the original APS certificate.
