Test rules at Hertie School
The FAQ gives the TOEFL school code 8874 and says results may not be more than two years old. The blog says Hertie accepts two at-home options, the TOEFL iBT Special Home Edition and the Duolingo English Test, though it encourages in-person exams. Proof of English is due by 1 June; if you are admitted, you must meet that deadline to enrol.
On the same pages, IELTS needs 7.0 overall with 7.0 in writing, and the Duolingo English Test needs 125.

If your TOEFL score falls short
Hertie describes no pre-sessional or conditional English route. Non-native speakers can waive the test with an undergraduate degree from an institution whose official language of instruction is English, shown by an officially stamped letter.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Hertie School programme page and in your offer letter, so check it there before you book a test.
