English requirements at HTW Berlin
The university-wide rule is on HTW's language certificate page. Proof of English is needed only for English-taught degrees. The programme pages below repeat the same level.
| Programme or rule | IELTS | Other tests |
|---|---|---|
| English-taught degrees, general rule | 7.0 (Academic) | PTE Academic 76; TOEIC, CAE/CPE (C1), UNIcert III, IB English A HL, ESOL C1 |
| International Business master's | 7.0 (Academic) | TOEFL iBT 95; PTE Academic 76; any test showing CEFR C1 |
| International and Development Economics master's | 7.0 | TOEFL iBT 96; Duolingo accepted from C1; CAE and CPE at all levels |
Waivers, validity and tests not accepted
Proof must be no older than two years when you apply. For IELTS Academic, PTE Academic, TOEFL and TOEIC, the two years run from the date of issue.
The International Business master's needs no test if your bachelor's was an English-taught programme in an OECD country. For the International Business and Cyber Security and Business bachelor's degrees, no proof is needed if your entrance qualification came from an English-speaking OECD country. A German Abitur with English as a foreign language does not count, and a bilingual German and English Abitur needs no extra test.
The International and Development Economics master's says institutional or general TOEFL, FCE, BEC Preliminary and BEC Vantage are not accepted. It lists Duolingo at C1 level but gives no score, and the general language page does not name Duolingo, so ask the programme before you book it.

How to check before you apply
Each programme runs its own application page and deadlines. The International Business master's, for example, sends applicants with a first degree outside Germany through uni-assist. Read the page for your programme and keep your certificate within the two-year window up to the deadline.
English requirements in Germany are set per programme and can change between intakes. The score that binds you is the one on your HTW Berlin programme page and in your admission letter, so check it there before you book a test.
Minimum vs competitive score
Where HTW Berlin (University of Applied Sciences for Engineering and Economics) publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
If you are close to the line, aim for a margin above it: one weak skill can miss the requirement even when the overall band clears it. Not sure where you stand? Take a free IELTS mock test and get a band for each skill.
