The language level by program
IRCC's PGWP eligibility page sets the level by the program you graduated from. If you submitted your PGWP application before 1 November 2024, you do not need to meet the language requirement. Graduates of a PGWP-eligible flight school have no language requirement.

Accepted tests and result age
IRCC accepts CELPIP-General, IELTS General Training and PTE Core in English, and TEF Canada and TCF Canada in French. Tests should be taken in person, must assess reading, writing, listening and speaking, and the results must be less than two years old when you submit your application (PGWP documents). The scores in the table are the lowest in each band of IRCC's PGWP language-level tables.
The PGWP pages do not mention IELTS One Skill Retake. IRCC's language requirements instructions say the Economic Mobility Pathways Pilot is the only program that accepts One Skill Retake for immigration purposes, so plan on a full test.
Your PGWP document checklist shows language results as optional, but IRCC says you must include them if your study program requires them.

Language is one of two program-based requirements. Graduates of non-degree university programs and college programs who applied for their study permit on or after 1 November 2024 must also have graduated in an eligible field of study; bachelor's, master's and doctoral graduates have no field-of-study requirement (IRCC).

Frequently asked questions
Do I need IELTS for a PGWP?+
If you apply on or after 1 November 2024, you need IELTS General Training or another accepted test: CELPIP-General, PTE Core, TEF Canada or TCF Canada. Flight-school graduates are the only exception IRCC lists.
Can I use IELTS Academic for a PGWP?+
IRCC says you should take the IELTS General Training option.
What if my IELTS from my study permit application is over two years old?+
IRCC says results must be less than two years old when you submit your PGWP application, so you would need a new test.
Is CLB 5 enough for a PGWP after a college diploma?+
Yes. IRCC sets CLB 5 in all four abilities for college, polytechnic and other non-university programs.
