The three entry levels in the Code
The Code of Conduct's language annex, set on 1 October 2026, gives minimum scores for three kinds of entry for international students on English-taught programmes (language annex).

Reading the table
The longer the preparatory course, the lower the starting score, because there is more time to improve before degree study. The annex states that the scores are minimums and that an institution can require a higher score for admission.
A preparatory course does not replace the degree requirement: you still need the institution's degree-level English when you progress, which is at least IELTS 6.0 under the Code.

Test centre or online
IELTS Online carries the same minimums (5.0, 5.5 and 6.0), but the Code allows online tests only in exceptional situations, such as test centres being closed or unreachable for safety reasons. Requirements change between intakes and scholarship rounds. Confirm the current rule on the Code of Conduct language annex before you book a test or apply. Is IELTS 5.0 enough for a Dutch foundation year?+
It meets the Code's minimum for a preparatory course of 6 to 12 months. Check your institution, which can ask for more.
What PTE score do I need for a short preparatory course?+
PTE Academic 58 for a course of 6 months or less.
Does the foundation year waive the degree-level IELTS?+
No. Degree entry still needs at least the Code's 6.0, or whatever higher score your programme sets.
What TOEFL iBT score is the minimum for a 6 to 12 month course?+
3.5 on the new TOEFL iBT scale.
