Do you need IELTS to immigrate to Quebec?

Usually not. Quebec selects its own skilled workers and tests French. The PSTQ asks for oral French at level 7 and written French at level 5 for FEER 0 to 2 jobs, and oral level 5 for FEER 3 to 5. There is no English requirement, but you may declare English with an IELTS result. The PEQ reopened on 2 July 2026.

Quebec runs its own selection

IRCC's Quebec skilled workers page says Quebec has a special agreement on immigration with Canada, so you apply to Quebec before you apply for permanent residence. Quebec issues a Québec Selection Certificate (CSQ) and measures French on its own Échelle québécoise des niveaux de compétence en français, not on the CLB/NCLC scale the other provinces use.

PSTQ: French levels by stream

Read on the Skilled Worker Selection Program (PSTQ) requirements page on 14 October 2026. You first submit an expression of interest in Arrima, and only invited candidates apply. An accompanying spouse needs spoken French at level 4 or higher.

Which French tests Quebec accepts, and where IELTS fits

The knowledge of French page (updated 28 November 2025) accepts TCF-Québec, TCF Canada, TCF, DALF, DELF, TEFAQ, TEF Canada and TEF, taken at a centre approved by the test provider. Results must be two years old or less on the date you apply for permanent selection, and Quebec converts them with its own correspondence tables. You need proof even if French is your mother tongue.

On English, the same page says: there is no English language requirement in the PSTQ, but you can include your knowledge of English in your declaration of interest. If you do, you must submit an IELTS result, the only English test the ministry names. The page does not say which IELTS module.

PEQ: reopened from 2 July 2026

Quebec's PEQ selection conditions (updated 23 June 2026) say the Programme de l'expérience québécoise reopens for two years, from 2 July 2026 to 2 July 2028, and that applications in either stream can be received from 2 July to 31 October 2026. To be received, Quebec graduates need an eligible Quebec diploma and temporary workers at least two years of FEER 0 to 3 work in Quebec, both as of 19 November 2025.

French levels (PEQ, updated 17 June 2026): Quebec graduates need oral French at level 7 and written French at level 5; temporary foreign workers need oral level 7; an accompanying spouse needs oral level 4. IRCC's provincial nominee page says Quebec does not have a provincial nominee programme, so there is no 600-point Express Entry nomination from Quebec. For the other provinces, see our Canada PNP guide.

Provincial programmes change often, sometimes with no notice. Confirm the current rule on the Quebec PSTQ requirements page before you book a test or submit an expression of interest. This guide is general information, not legal or immigration advice.
