Johns Hopkins' TOEFL rules
TOEFL scores go to recipient code 5332, the same code used for the SAT. Hopkins also encourages an English test if you score below 690 on SAT Evidence-Based Reading and Writing or below 30 on both the ACT Reading and English sections.
For comparison, the same page asks for IELTS 7.0 or higher on each band.

If your TOEFL score is below Johns Hopkins' level
The page lists no conditional admission or English pathway. It accepts other tests, including IELTS, the Duolingo English Test and Cambridge English, so you can switch test if another suits you better.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Johns Hopkins programme page and in your offer letter, so check it there before you book a test.
