Millersville English requirements by level
From Millersville's English proficiency requirements page. Scores are overall bands unless stated. The university reserves the right to give conditional admission to applicants with a qualifying overall score whose subscores vary a lot.
| Programme | IELTS Academic | Other tests |
|---|---|---|
| Undergraduate (bachelor's) | 6.0, no band below 5 | TOEFL iBT 70, PTE 50, Duolingo 105, iTEP 4.0, Cambridge 169, TOEIC 700, Oxford ELLT 6 |
| Graduate (master's) | 6.5, no band below 5 | TOEFL iBT 81, PTE 58, Duolingo 115, iTEP 4.5, Cambridge 177, TOEIC 750, Oxford ELLT 7 |
Other ways to qualify
Undergraduates can also use SAT evidence-based reading and writing 500 or ACT English 21. A secondary school diploma or citizenship from a listed English-speaking country qualifies; the list includes Ghana, Kenya, Nigeria, Singapore, the UK and Canada (except Quebec), but not India, Pakistan or Bangladesh. Graduating from an accredited US high school after three consecutive years, a US associate degree, or the full IB Diploma in English also qualifies.
Course routes include GCSE or GCE English language at C or better, and the Ethiopian EGSECE or EHEEE English section at A or 75. Medium of instruction certificates or letters are not accepted.

Validity and conditional admission
Test scores must be from the last two years; SAT and ACT are accepted within five years. Scores may be self-reported for a decision, but official results are needed for full admission. Applicants who cannot show English proficiency can be conditionally admitted through Millersville's English Language Institute.
Requirements vary by programme and change between admission cycles. The score that binds you is the one on your Millersville programme page and in your admission letter, so check it there before you book a test.
Minimum vs competitive score
Where Millersville University publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
If you are close to the line, aim for a margin above it: one weak skill can miss the requirement even when the overall band clears it. Not sure where you stand? Take a free IELTS mock test and get a band for each skill.
