Waivers and English-primary countries
The page says the requirement may be waived for students who have completed degrees in the United States. It also lists countries New Mexico Tech recognises as having English as the primary language, including Australia, Canada (except Quebec), Ghana, Ireland, Kenya, New Zealand, Nigeria, the Philippines and South Africa.
The page does not say that a degree from one of those countries is enough by itself, so ask the graduate office how it applies to you.
