Quinnipiac English minimums by level
From Quinnipiac's undergraduate international page and graduate international page. Neither lists a minimum for each IELTS band. The graduate page says each graduate programme has its own admission requirements.

Waivers and other evidence
Undergraduates can also show at least two years at a US high school, or a British (Cambridge), American or IB curriculum. Students who studied entirely in English in secondary school may qualify for a waiver, though Quinnipiac still highly recommends a test score; requests are reviewed case by case by International Admissions.
Graduate applicants from non-English-speaking countries must send an official test report. To ask for a graduate test waiver, the page says to contact International Admissions.

Minimum vs competitive score
Where Quinnipiac University publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
