How Rider handles Duolingo scores
The requirement applies to non-native English speakers and to applicants who completed their undergraduate degree in a non-English-speaking country. The page says it may be waived for students attending international schools.
The page states no Duolingo validity period or subscore rule.
For comparison, the same graduate business page sets IELTS at 6.5.

Students with scores below the university's minimum requirements will be considered for conditional admission through Rider's English Language Institute. Ask global@rider.edu about waivers.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Rider programme page and in your offer letter, so check it there before you book a test.
