Do you need IELTS for a Singapore Student's Pass?

Not for the pass itself. The Immigration and Checkpoints Authority (ICA) requires acceptance into an approved full-time course and lists the documents to prepare, starting with the school's Registration Acknowledgement Letter, with no English test among them. Any IELTS or TOEFL score comes from your university's or school's admission requirements. Documents not in English need official translations.

What ICA asks for

Foreigners must apply for a Student's Pass to study full time in Singapore, and must be accepted into an approved full-time course; part-time, evening and weekend courses do not qualify (ICA). For institutes of higher learning, ICA's checklist covers the Registration Acknowledgement Letter, travel document, personal, education, employment and financial details, family details, a Singapore address and a recent photo (ICA: institutes of higher learning). It does not list an English test.

Institution typeProcessing time for a new application
Institutes of higher learningWithin 1 week (2 weeks if a visa is required)
Private education institutionsWithin 1 month (2 weeks for EduTrust-certified)

Translations

ICA asks for original documents and official translations of anything not in English: translations by the issuing country's embassy, by a notary public, or private translations attested or notarised (ICA: private education institutions). ICA does not endorse any private translation company.

Where IELTS comes in

Your school's admission decides the English requirement. ICA tells applicants to select their educational institution and read its specific requirements before applying, and you apply only after the school registers you. Requirements change between intakes and scholarship rounds. Confirm the current rule on the ICA Student's Pass page before you book a test or apply.
