Who sets the English level
Section 2.5 of the 2026/27 Call for Applications says applicants are eligible only if they meet the minimum language criteria set by the chosen host institution, and points to apply.stipendiumhungaricum.hu for each programme's criteria. For English-taught full degrees, the level of English proficiency is "determined by the Host Institution".
Your documents include a scanned copy of your proof of language proficiency and its translation. If your previous level of study was in the language of the programme, the call says proof of that can be uploaded.

Late language certificates
Only applicants awaiting their language test results at the time of application can upload the certificate as a missing document. They must upload a signed declaration by the deadline, and the call says applications are rejected automatically if the declaration or the certificate is late. Your Sending Partner may have its own deadlines and requirements, so check with it too.
Bachelor's and master's scholarship holders must also take a free Hungarian as a foreign language course; this is separate from the English entry rule.
