Texas Tech Duolingo minimums by level
From the Graduate School international prospective students page and the undergraduate proof of English proficiency page.

Validity, sending and coupons
Both pages say Duolingo scores are reported within 48 hours and are valid for two years. There is no institution code. Graduate applicants must choose "Texas Tech Graduate School" as the institution to send scores to.
The Graduate School adds that coupon codes for the test may be available and asks you to email graduate.admissions@ttu.edu for details.

If your score is lower
Neither page gives a conditional Duolingo range. The Graduate School page says applicants with a degree from a college or university in the U.S. or in an English proficiency-exempt country are also exempt from the requirement.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Texas Tech programme page and in your offer letter, so check it there before you book a test.
