TU Dresden TOEFL minimums by course
From the Computer Science admission page and the course pages for ACCESS and Hydro Science and Engineering; the last two say their information is valid until May 2027.

TU Dresden TOEFL test rules
The Computer Science page asks for certificates as originals or copies of official certificates, and says documents cannot be added or updated after the first application. Its C1 requirement is also met by a previous degree taught entirely in English in the EU, Australia, the UK, Norway, Switzerland, Canada, New Zealand, the USA, Hong Kong, Taiwan or Singapore.
For comparison, the Computer Science page asks for IELTS 7.0 with all scores 6.0 or more, and the Hydro Science page gives IELTS 6.5 with 6.0 in each part.

If your TOEFL score is below TU Dresden's level
The pages read today do not describe a conditional or pre-sessional route; the Computer Science page says the central admission committee decides on submitted documents only. If your score is below the level for your course, you need a new test before you apply.
