How TU Dresden sets English requirements
We found no university-wide IELTS, PTE or TOEFL score on TU Dresden's pages. Each master's programme lists its English level and accepted certificates on its own admission page, and the levels range from B2 to C1.
Applicants with a foreign university entrance qualification apply mainly through uni-assist, as the Computer Science admission page says. None of the three pages below names the Duolingo English Test, and none states how old a certificate may be.
Programme examples and their scores

Computer Science accepts previous study completed entirely in English, such as a medium-of-instruction (MOI) statement, only if that study took place in the EU, Australia, the UK, Norway, Switzerland, Canada, New Zealand, the USA, Hong Kong, Taiwan or Singapore. India is not on that list, so an Indian MOI letter does not replace the test for this programme.
Hydro Science and Engineering accepts a certificate of a higher education degree completed entirely in English. Its page names no countries. The ACCESS page does not state an exemption.
Your German student visa is handled by the German embassy or consulate where you apply, not by TU Dresden. This guide covers TU Dresden's admission rule only. Our IELTS for Germany guide covers the visa side and test fees.
English requirements in Germany are written into each programme's admission or examination regulations and can change between intakes. The score that binds you is the one on your TU Dresden programme page and in your admission letter, so check it there before you book a test.
