The list

From Appendix English Language EL 4.1 and gov.uk's exemptions page, which adds Ireland for citizenship only. Gov.uk says if you are from a country not on the list you must prove your English, even if English is an official language.

Proof and dual nationals

The caseworker guidance says you show it with a valid passport or travel document, and a dual national can rely on either nationality. If the passport is lost, stolen, expired and returned, or with another part of the Home Office, a current national identity document or an original letter from your government or embassy can be used.

Nationality covers only the English part. For ILR and citizenship you still need the Life in the UK test.

The Canada degree quirk

Canadian nationals are on the list. But for degrees, EL 5.2(b) accepts a degree taught in a majority English-speaking country except Canada (plus Ireland) without separate proof of English teaching. A Canadian-taught degree held by a non-Canadian needs confirmation that it was taught in English.
