B1 and how to prove it
Gov.uk's citizenship and settling English page says you can prove your English with an English qualification at B1, B2, C1 or C2 level, or a degree taught or researched in English. The qualification must be a SELT on the approved list; GCSEs, A levels and NVQs cannot be used (approved qualifications). The family settlement page words it as "at least level B1 in speaking and listening" (gov.uk).
Your degree must be academic, not vocational. A UK-awarded degree taught or researched in English needs only the certificate; a degree from outside the UK needs an Ecctis assessment (degrees in English). Citizenship also needs the Life in the UK Test (gov.uk).

Can you use an expired English test?
For settlement, a B1, B2, C1 or C2 qualification that has run out can still be used if it is on the current list of recognised tests and it was accepted for another UK immigration application. For citizenship, an expired B1 or higher qualification can be used if it was accepted when you settled, even if the test is no longer on the current list (gov.uk).

You do not need to prove your English if you are 65 or over, or if a long-term physical or mental condition prevents it (with a doctor's exemption form). Nationals of Antigua and Barbuda, Australia, the Bahamas, Barbados, Belize, the British overseas territories, Canada, Dominica, Grenada, Guyana, Jamaica, Malta, New Zealand, St Kitts and Nevis, St Lucia, St Vincent and the Grenadines, Trinidad and Tobago and the USA are exempt, and Ireland for citizenship only (exemptions).
You also do not need to prove it again when settling on a Skilled Worker (or T2/tier 2), Representative of an Overseas Business, Minister of Religion, International Sportsperson, Innovator Founder, International Agreement, Domestic Worker in a Private Household or Scale-up Worker visa. Other settlement exemptions include domestic-violence victims, bereaved partners, refugees and people with humanitarian protection.
If you were exempt when you were granted settlement, you must submit an exemption form again when you apply for citizenship.

Do I need a new English test for citizenship if I used one for ILR?+
No, if the B1 or higher qualification was accepted when you settled. Gov.uk says you can use it even if it has run out or is no longer on the list.
Do Skilled Worker visa holders need an English test for ILR?+
No. Gov.uk exempts Skilled Worker (and T2/tier 2) settlement applicants because they proved English for their current visa.
Can I use my degree instead of IELTS for ILR?+
Yes, if it is an academic degree taught or researched in English. Non-UK degrees need an Ecctis assessment.
