Test rules at Graz
Graz says, citing the University Act, that the language certificate must be submitted with the application, and that a new application for the same semester is not possible after a rejection. If a programme is offered in both German and English, state English as your preferred language of instruction or your application will be checked for a German certificate.

If your TOEFL score falls short
Graz also accepts a school-leaving certificate with English as the language of education from Great Britain, Ireland, America, Canada, Australia or New Zealand, a degree already completed in English, or completion of an Austrian Vorstudienlehrgang course at English C1 level.
