Degree taught in English, and other exemptions
If your earlier degree was taught in English and the Diploma Supplement officially confirms English as the language of instruction, Graz says you do not need a separate certificate. A school-leaving certificate with English as the language of education from Great Britain, Ireland, the US, Canada, Australia or New Zealand also counts.
Graz says it cannot accept English certificates older than five years. Duolingo is not on its list.

Apply with the certificate, not after
Graz requires proof of C1 English at the time of application for English-taught master's, and says applying without it is not possible. If the programme is offered in both German and English, state English as your preferred language on the form, or your application will be checked for a German certificate.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Graz programme page and in your offer, so check it there before you book a test.
Minimum vs competitive score
Where the University of Graz publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
