University of Oslo TOEFL minimums
From UiO's English proficiency requirement for master's programmes. The page notes that UiO's requirement is higher than the national list and that the bachelor's requirement is different.

University of Oslo TOEFL test rules
UiO accepts the TOEFL iBT and the TOEFL iBT Home Edition. Results must be valid, meaning not older than two years, on the date of the application deadline. MyBest scores are not accepted. You upload a copy of your official Test Taker Score Report in Søknadsweb and UiO verifies it online; the page gives no institution code.
For comparison, the same page asks for IELTS Academic 6.5 with 6.5 in each component for most programmes and 7.5 with 7.0 in each for the three English programmes.

If your TOEFL score is below Oslo's level
The page points to a list of exemptions and says accessibility needs do not exempt you from a test; test providers can arrange accommodations instead. It does not describe conditional admission or a pre-sessional course.
