Uppsala TOEFL test rules
The pages refer you to universityadmissions.se for how to submit evidence and do not mention the Home Edition, MyBest scores, score validity or an institution code. For the Master's Programme in English, the page says the higher requirement generally cannot be met with a degree taught in English.

If your TOEFL score is below Uppsala's level
The pages say you may meet the English requirement through previous high school or university studies in some cases, or with Cambridge CAE or CPE. They do not describe a conditional offer or pre-sessional course.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Uppsala programme page and in your offer letter, so check it there before you book a test.
