Exempt countries

Both pages say students from these countries do not need to submit scores: American Samoa, Australia, Bahamas, Barbados, Belize, Canada (except Quebec), Dominica, Grenada, Grand Cayman, Ghana, Guyana, India, Ireland, Jamaica, Kenya, Liberia, New Zealand, Nigeria, Puerto Rico, Singapore, Trinidad and Tobago, the Turks and Caicos Islands, the UK and the US Pacific Trust.

The same paragraph then adds that applicants are exempt only if English is the sole official language and the primary conversational language of their country. Because India appears on the list but has more than one official language, ask UTPB to confirm your exemption in writing before you skip the test. PTE is not listed.

Sending scores and teacher certification

Undergraduates send IELTS results to admissions@utpb.edu and graduate applicants to gradstudies@utpb.edu. UTPB's TOEFL institution number is 6914 and its Duolingo institutional number is 276692. Candidates for Texas teacher certification face a separate state rule, which the graduate page sets at TOEFL iBT Speaking 24, Listening 22, Reading 22 and Writing 21, unless they hold a qualifying degree.

Requirements vary by programme and change between admission cycles. The score that binds you is the one on your UTPB programme page and in your admission letter, so check it there before you book a test.

Minimum vs competitive score

Where the University of Texas Permian Basin (UTPB) publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.

Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.

If you are close to the line, aim for a margin above it: one weak skill can miss the requirement even when the overall band clears it. Not sure where you stand? Take a free IELTS mock test and get a band for each skill.
