Band 8 sample answer
The line graph illustrates the historical and projected government expenditure as a percentage of GDP across three sectors between 2000 and 2025. Overall, health is the only category showing a consistent upward trend, whereas education and transport infrastructure spending are set to decrease by the end of the period.
In 2000, education accounted for the highest proportion of GDP at 5%, while health and transport infrastructure both stood at 4%. By 2005, health spending rose to 5.5%, overtaking education, which fell to 4.5%. Conversely, spending on roads and railways fluctuated, peaking at 4.5% in 2005 before dropping sharply to a low of 3% in 2010.
From 2010 onwards, health expenditure continued its steady climb, reaching 6.3% in 2015 and projected to hit 7.5% by 2025. In contrast, education spending experienced a gradual decline, falling from 4.3% in 2010 to a projected 3.8% in 2025. Similarly, after a recovery to 4% in 2020, investment in roads and railways is expected to dip to 3.5% by 2025, remaining the lowest of the three categories throughout the final years of the period.
