Ball State Duolingo levels
From Ball State's English proficiency and conditional admission page, which applies to all applicants with education history outside the US.

Validity, sending and the IELTS level
English proficiency scores are good for 24 months, and older scores are not accepted. Official scores must be sent electronically to Ball State University Admissions by the testing agency; the page gives school code 1051 and the email admissions@bsu.edu. The page sets no separate DET level for assistantships.
On the same page, IELTS Academic is 6.5 for full admission (One Skill Retake results are accepted), 6.0 for the Academic Bridge Program and 4.5 for conditional admission.

If your Duolingo score is short
Conditionally admitted students join the Intensive English Institute and must meet the English requirement before starting a degree. Since spring 2024 a test score is needed for conditional admission. All doctoral and online programmes, and graduate programmes such as Athletic Training, Biology and Biomechanics, do not offer conditional admission.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Ball State programme page and in your offer letter, so check it there before you book a test.
